What is PPWR, and does it apply to you?
The most common misconception goes: “I only pack orders, this doesn’t concern me”. It does — the extent simply depends on whose packaging it is.
You buy ready-made, unbranded boxes and mailers: their manufacturer holds the declaration, you collect and keep it.
You order custom sizes or packaging with your own logo: you are the manufacturer and you issue the declaration yourself.
Either way, as a company placing products on the market you are subject to EPR obligations: registration in your national scheme, fees and reporting. That is a separate regime from the declaration, and the two are easy to confuse.

- Regulation (EU) 2025/40 on packaging and packaging waste. It applies directly in every EU country. There is no need to wait for national implementing legislation.
- From when
- From 12 August 2026. From that day every package placed on the EU market must have a declaration of conformity (DoC) — a document issued by its manufacturer.
- How long to keep it
- Documentation is kept for 5 years for single-use packaging and 10 years for reusable packaging. It must be produced to inspectors within 10 days.
PPWR applies to more companies than you think.
Penalties are set by each Member State in its national implementing law, and the draft laws now in progress run into the millions of euro. On top of that: withdrawal of goods from the EU market at the company’s expense. Documentation must be produced to inspectors within 10 days.

- Documentation must be kept for 5–10 years and produced to inspectors within 10 days. National implementing laws set the penalties for a missing or unreliable declaration, and the drafts under way point to substantial amounts. Check the rules in force on your market.
- Your customer will ask before the authorities do. Large companies and retail chains already require documentation as a condition of doing business and a procurement department moves faster than an inspector.
- Doing this by hand (spreadsheets, email, supplier PDFs) does not scale, and the mistakes only surface during an inspection.
